MBBS in Russia 2026–27: Fees, NEET, FMGE and What to Check Before You Pay

Checked on 23 October 2026. Reviewed by the UNEXT editorial team.

Many agents tell families that a Russian university is "NMC approved" and that the fee is low. Both claims need checking before you pay anything. This guide sets out what the National Medical Commission (NMC) and the National Board of Examinations in Medical Sciences (NBEMS) actually say, what six years of tuition costs at nine Russian universities according to UNEXT's fee reference, and the questions to put to any university in writing.

Each rule below links to the official page it comes from. Fee figures come from UNEXT's 2026–27 fee reference and are not university invoices.

What the NMC says about foreign universities

The erstwhile Medical Council of India once provided a list of foreign medical institutions, based on information from Indian embassies. The NMC now states that it does not endorse any list of foreign medical institutions or universities for MBBS or an equivalent course. So no agent or website can truthfully call a Russian university "NMC approved".

The NMC advises students to get the fee structure and course details directly from the university before taking admission. It also says the course should match an Indian MBBS in content, duration and internship. You can read the full wording on the NMC study-abroad page.

In practice this means two things. First, when an agent says "approved", ask for the document that says so, and ask who issued it. Second, judge a university by what it will put in writing: the programme, the fee, the clinical training and the internship.

Who can study MBBS in Russia: NEET and eligibility

The rules below come from the NMC's page and from NBEMS's FMGE October 2026 information bulletin, which sets out who may sit the screening test after a foreign degree.

NEET is required. Indian citizens and Overseas Citizens of India (OCI) who start a primary medical qualification abroad on or after May 2018 must qualify NEET-UG. The NMC says the result is valid for three years from the date it is declared, for starting MBBS or an equivalent course, including any pre-medical or language course that comes first. The NBEMS bulletin treats the NEET-UG result as the eligibility certificate for these students (clauses 4.6.2 and 4.6.3).

Any site that promises "MBBS in Russia without NEET" for an Indian student starting now is describing something the official rules do not allow if you want to practise in India. Ask for the NMC or NBEMS provision that supports the claim.

Class 12 marks. The bulletin says candidates must meet the age and minimum marks in Physics, Chemistry, Biology and English prescribed in the Graduate Medical Education Regulations, 1997, with relaxed marks for reserved categories and persons with disabilities where the rules provide (clause 4.7).

Recognition of the degree. The bulletin requires a primary medical qualification that the concerned Indian Embassy confirms is recognised for enrolment as a medical practitioner in the country where the university is located (clause 4.2).

Newer admissions. For students who took admission on or after 18 November 2021, the bulletin says eligibility is determined strictly under the National Medical Commission (Foreign Medical Graduate Licentiate) Regulations, 2021 (clause 4.14). If you are applying now, read those regulations or ask a lawyer or the NMC before relying on anyone's summary, including ours.

If you want to see how the eligibility certificate fits into the FMGE process, read our guide to the NMC eligibility certificate.

What six years of tuition costs at nine universities

The table shows tuition only, in the currency the reference lists it, with an approximate rupee total. Rupee amounts use USD 1 = ₹95, which is UNEXT's fixed estimate, and RUB 1 = ₹1.1343, the rate used on UNEXT's Russia pages and checked on 24 September 2026. A university's own fee order is the final word.

UniversityYear 1Years 2 to 6 (listed)Six-year tuitionApprox. in rupees

Volgograd State Medical UniversityRUB 505,000RUB 505,000 a yearRUB 3,030,000about ₹34.37 lakh

Read the table with these points in mind.

  1. The table shows tuition, not the total cost. Hostel and food are treated differently from one university to the next (see the next section), so a lower tuition figure does not always mean a lower total.
  2. Later years can differ. Mari State University lists USD 5,500 after Year 1. Other universities may change fees too, so ask whether the fee is fixed for the whole course.
  3. Currencies differ. Four universities are listed in US dollars and five in Russian roubles, so the rupee cost will move with the exchange rate. A fall in the rupee raises the cost of both.
  4. The six-year total assumes six years of study. A repeated year adds a year of tuition.
  5. These are listed amounts. They are not offers or invoices. Ask for the university's current fee order or your offer letter in writing before you pay anything.

A worked comparison: two quotes on the same footing

A quote of "USD 6,500" and another of "RUB 380,000" cannot be compared as they stand. They differ in currency and in what they include. Take Year 1 at Orenburg and Altai from the same reference.

Item, Year 1Orenburg State Medical UniversityAltai State Medical University
Listed feeUSD 6,500 (about ₹6.18 lakh)RUB 380,000 (about ₹4.31 lakh)
HostelListed as included for 10 monthsRUB 90,000, listed separately
Food or messUSD 1,500USD 1,300 (compulsory in Year 1)
These three items togetherabout ₹7.60 lakhabout ₹6.57 lakh

On the listed fee alone, Altai looks about ₹1.9 lakh cheaper. Once hostel and food are added, the gap shrinks to about ₹1 lakh. The example shows the method and does not rank the two universities. It leaves out visa, insurance, medical checks, flights and one-time charges.

Costs that sit outside tuition

UNEXT's reference lists hostel and food for most universities. Here is what it says for each of the nine. These are Year 1 reference entries, not guaranteed prices.

UniversityHostel and food in the reference
OrenburgHostel for 10 months listed as included. Food USD 1,500 a year listed separately.
PermHostel for 10 months listed as included. Food USD 1,500 a year listed separately.
MariHostel for 10 months listed as included. Food USD 1,500 a year.
PskovHostel listed as included. Indian mess USD 1,500 a year listed separately.
AltaiHostel RUB 90,000 a year and mess USD 1,300 (compulsory in Year 1) listed separately.
BashkirGovernment hostel RUB 45,000 a year listed separately. Food paid at actual cost.
PrivolzhskyHostel about RUB 60,000 a year listed separately. Food paid at actual cost.
TverDifferent hostel figures given (RUB 100,000, RUB 66,000, or USD 1,500 for private housing). Food RUB 100,000 a year.
VolgogradHostel RUB 110,000 a year and mess USD 1,200 a year listed separately.

Four universities list the hostel as included in the tuition and the other five list it separately. That is why comparing headline tuition alone misleads.

Other costs differ by university and by year, and we do not put figures on them here because we have no verified source: visa and registration, health insurance, medical checks, flights, and one-time charges. Ask each university and each agent for a written list that shows every item and every payee. UNEXT's own service charges are separate from university fees, and a written quote should show them on a separate line.

After the degree: the FMGE screening test

A person with a primary medical qualification from outside India must pass the NMC screening test to register as a doctor in India. NBEMS conducts it as the Foreign Medical Graduate Examination (FMGE). The following comes from NBEMS's FMGE October 2026 information bulletin, which you should read in full before planning:

  • It is one paper with 300 multiple-choice questions, delivered in two parts of 150 questions each, on the same day.
  • The questions are in English only, and each part is timed (the bulletin lists 150 minutes plus up to 3 additional minutes per part).
  • There is no negative marking.
  • The qualifying score is 150 marks out of 300.
  • There is no limit on the number of attempts.

The bulletin also says NBEMS may ask for a copy of the internship certificate if the internship was done abroad and a doubt arises about eligibility. That is one more reason to ask every university how its internship works and what paper it will give you.

About pass rates. You will see tables on agent websites that give a pass percentage for each country or university. We did not find an official NBEMS source for current university-wise figures, and the overall pass percentages quoted on news and coaching sites do not agree with each other. So this guide does not quote a pass rate. If an agent gives you one, ask for the NBEMS document it comes from. Check the latest result notice on the NBEMS website yourself.

Safety, language and other things to weigh

Official travel advice. The Ministry of External Affairs publishes travel advisories, including one for Russia, and the Embassy of India in Moscow has an education page with guidelines for Indian students. Read both before you pay and again before you travel. Advice can change quickly, and this guide will not be as current as those pages.

Language. Ask whether the programme is taught in English and which language is used with patients during clinical training. This is a fair question to put to any university, and the answer should be in writing.

Clinical training and internship. Ask where clinical training happens, when it starts, and how the internship is arranged. The NMC says the course should match an Indian MBBS in internship.

Exchange rate. Fees in roubles or dollars move against the rupee. Decide how much cushion you want in your budget.

Agents and money. Pay the university's fee into the university's account where you can, against a written invoice, and keep every receipt. Do not pay for anything described only as "approval" or "guaranteed seat".

Questions to ask any Russian university

  • Is the programme taught in English, and which language is used with patients during clinical training?
  • How many years is the course, and when does clinical training begin?
  • Which hospitals are used for clinical training, and how is the internship arranged?
  • What is the full fee for each year, and what does it include?
  • Is the fee fixed for the whole course, or does it change each year?
  • Is any fee payable in addition to the published tuition?
  • What is the refund policy if you withdraw in the first year?

Frequently asked questions

Is any Russian university "NMC approved"?

The NMC states that it does not endorse any list of foreign medical institutions or universities for MBBS or an equivalent course. Treat any "NMC approved" label as a claim to check, and ask for the document behind it.

Is NEET compulsory for MBBS in Russia?

For Indian citizens and OCI cardholders who start a primary medical qualification abroad on or after May 2018, yes. The NMC and NBEMS both say so. The NEET-UG result serves as the eligibility certificate for these students.

How long is the NEET result valid for this purpose?

The NMC says it is valid for three years from the date it is declared, for starting MBBS or an equivalent course, including any pre-medical or language course that comes first.

How much does MBBS in Russia cost?

It depends on the university. In UNEXT's fee reference, six-year tuition for the nine universities above ranges from about ₹25.65 lakh to about ₹37.05 lakh at the stated exchange rates. Hostel, food and other costs come on top at some universities. These are reference figures, not invoices.

Why do fees differ so much between universities?

City, university type and what the fee includes all vary. Some universities include hostel in the fee and others do not, and fees are set in different currencies.

Can the fee change after Year 1?

It can. Mari State University lists USD 6,500 for Year 1 and USD 5,500 afterwards. Ask each university whether the fee is fixed for the whole course.

Do I have to pass an exam to practise in India after studying in Russia?

Yes. A person with a primary medical qualification from outside India must pass the NMC screening test (FMGE) to register as a doctor in India.

What is the FMGE pattern?

According to NBEMS's October 2026 bulletin: 300 multiple-choice questions in two parts, English only, no negative marking, 150 marks needed to qualify, and no limit on attempts. Read the current bulletin for dates and rules.

What is the FMGE pass rate for Russian graduates?

We have not quoted one because we did not find an official NBEMS source for it. Ask anyone who quotes a figure for the source document.

Is MBBS in Russia safe for Indian students?

We cannot answer that for you, and neither can an agent. Read the Ministry of External Affairs travel advisory for Russia and the Indian Embassy's guidelines for students, and ask universities how they support Indian students.

Is the course taught in English?

Many programmes are advertised as English medium, but ask the university in writing which language is used for each year and for clinical work with patients.

Can UNEXT guarantee admission or a seat?

No. Admission depends on the university's own process and on your eligibility. UNEXT provides information and counselling support. Do not pay anyone who guarantees a seat.
